Speed of Broadband and hard copy of Bill

I am using bsnl phone with unlimlted internet service in a village at patiala distt with offical speed of 512 kbps flat . I always face diferant type of problems about internet maximum time speed slow near about (16 to 20 kbps) meximum time internet not working. Now from last five or six months my phone & internet not working properly . Also i do not recieve any hard copy of bill. Many time i made complaints but there was no satisfactory response from officers.
