shifting of telephone pole

sir/madam,
i want to register a complain against bsnl department.i have registered a complain in bsnl office cda sector-9,cuttack,orissa, for shifting a telephone pole which is middle of our land and entrance to road ,so we are facing difficulties every day and using path of other by giving them money every month.many times i requested in bsnl office and to S.D.O.But each time he ignoring this matter.i am trying this over 3 month but no result.
sir kindly take necessary action.
