service of the lcd tv means no replacement of the component but the replacement of the entire pcb/card

I had registered my complaint with the service centre in faridabad haryana last year, i had repeated requests to the customer care on my complaint, it was on the LCD tv which had a problem of the sitches and the remote not working after 5-7 minutes of starting the TV and further if the tv is switched off it wont switch on for another hour or so. Maybe it was the fault of some heatsink or maximum the IC. I had called up the service centre and the engineer visited my place and to my great surprise without checking with the multimeter (which he didnt know how to use he tells me the tuner card is faulty and needs to be replaced. it would cost me around 3000rs. i asked the customer care also and they said the whole card is replaced i would like to know what does service mean ” does it mean if a component is faulty u change the entire pcb”
Why should the customer pay for the entire pcb. This means directly harassing the customer, when it is the company’s fault.
There were repeated calls from me to the customer care and i told them that the complaint was not closed, but still there was no response.
I did a major blunder by not putting this complaint up on the videocon website and the major consumer forums.
