Sanskar Teleshopping — Incomplete and fake product delivered at my end given full payment

Dear Sir,
Call coming from number+91 8650739222 and telling me you have won samsung galaxy phone and some products if you want to book the offer we will dispatched at your end COD number – CU171443720IN with Rs6500 but today delivered me local shoes and some books, after opeining the box. and then i called up this number he tell me your money refunded but now his number got not reachable.
