salary and security not received

I was an appointed lecturer at Tula’s Institute, Dehradun(MBA and Engineering college under AICTE) from Jan 2011 to August 2011. In August, they told me to resign, and asked for resignation. I submitted my resignation, but they didn’t pay me the security amount, which is 10000 and salary 14000, total 24000. On asking they lied saying that I have submitted the resignation on my own.. They have done this with so many staff members. Our salary to AICTE was shown 28350 but only 10000 was paid to us, rest was withdrawn by taking a self cheque from us. I want to know can I get my money, which is 24000, back from them.. They have refused to pay and listen to me.
