for the rule of administration

i am sourav karmakar student of C&R Academy of Technology,they are promise to be give our study material after 1 week of admission but they give it after 10 days of class near to 1 month,but in case of installment they are charged fine 50 rupees per day,so i want to know that administration have some rule or not?or rule is for the student only?and i am paid the fine of 5 days mean 250 rupees.so now tell what i can do?for books may i charged fine?or nothing to do from my behalf????
