Repairing Delay and Using of Bike during Service Period

I have a Hero Maestro Scooter,
it was some small accidental complain to change damage body parts.
I booked my bike on 28-01-2013 but Today 04-02-2013 when i go to service center i find no any repairing procedure have done till today. But i find more interesting thing that one mechanic is using my scooter for his own work. When i booked my scooter it was 1307 km and today i checked it is 1429 km.

I want to complain against Service Center Incharge for delay of my service work and un-authorised usage of my scooter.
