Reliance Netconnet speed issue

Hi Team,

I am using reliance data card # 7498998942.This is my postpaid connection, at the time i purchased this device they assured me that in this plan i will be getting 2mbps speed till 5GB usage and after that my speed will reduce to 256 kbps for unlimited usages.
But from last three months i am getting 2 to 30 kbps speed.Regarding this i have contacted many times on reliance customer care and explained the issue, and all the time they are saying issue will resolve in 48 hours, but still facing the issue.

Request you to please look on this issue on priority.
