Reliance Billing Related Issue

Location/place: GREATER NOIDA (NCR)

Name of company/service: Reliance Communication

Dear Sir/Madam,
I am a reliance postpaid customer and my mobile no is 9650308346.
I am living in greater noida which comes under delhi-ncr circle and my sim is also of delhi-ncr circle.
Since I live near border of delhi-up I get UP west mobile signal also so as a precautionary measure I deactivated my National Roaming Services on 17th july 2013 through online portal and i recieved a SMS also stating that “Your National roaming has been deactivated. Thank you for being on reliance” This data I received from Reliance Applet Authority only. But still when i received my July Bill it shows a Roaming charges of Rs 1086 (After 17th July).
I complaint to Appellate Authority on friday(23rd August 2013) but they told me that inspite on your roaming is deactivated, & inspite of you have been charged wrongly you have to pay the bill.
Sir/Madam, If I have deactivated Roaming services and when i received a confirmation sms also why i should pay the wrong bill.
Please help me in this regards as now i am very frustrated since I am trying to resolve the issue from 15th aug 2013 and today is 26th aug 2013, already 12 days have pass.
I filled several complaint in the past 10 days but didnt got any resolution.
My complaint nos are as follows-

Complaint Number of Appellate Authority is 207878453.

Dear Reliance please i just want to talk to the billing authority who makes the adjustments, please let me talk to them and explain all my details to them, as i am feeling very helpless now.
