Refund of Processing fees paid to HDFC for home loan process

Hello Sir,

I had paid HDFC bank a processing fees of Rs.10000+18%gst for processing my home loan.My loan was sanctioned, but it wasn’t disbursed to my account due some confusions between the land developers and Bank.The Bank rep told me that they cannot process the disbursement due the reason, that the builder to provid certain document, which he didnt have.I am following up with the Bank from 15th Aug 2018 to refund my processing fees, if they are not processing my loan.The Bank representatives are not taking any action on my emails or phone calls.Please help me.
