Refund of fees for coaching of class +2 from Pvt coaching centre

I have paid two years fees advance in the month of march 2011 and subsequent dates as required by coaching centre for getting coaching of my daughter(for the class +1 and +2) from ACE TUTORIAL ,sector 34 Chandigarh . The coaching starts from the month of april every year.I have got completed +1 coaching of my daughter on feb 2012 but due to certain reason I will not want coaching of class +2 from ACE tutorial and approach ACE Tutorial for refund of advance fees paid by me , The MD of the coaching centre assure me to pay back the requisite fees by the ist week of may 2012 , I have submitted photo copies of all the receipt of fees paid by me to coaching centre but inspite of repeated reminders and personal visits to coaching centre , they excuse one pretext to other and till date the fees not refund to me . please also advise me that the service tax which was paid by me and the service for class+2 not availed from ACE Tutorial is refunded to me or not.
