Refund not provided for bus tickets i have not traveled with.

I have not travelled with this ticket as bus was delayed by 3hrs
it should start by 7.30 pm but not started i guess by 10.00pm
i called redbus operator by 9pm and asked for refund they said ticket has been generated and i can go by other travelling options.
now redbus is saying that refund cannot be given as customer has traveled with this bus.redbus has closed the ticket as well and also calling me many times in a day.just wasting my time on this.
and bus operator is also saying the same.
my concern is what if bus operator has given those seats to some other peoples.
and i am loosing 1500 rs here.
please help.
