Refund got rejected against TDR Filled

Hi Team,
My PNR for the journey is 2535951188.

I have gone through the refund policies and understood that I am right.
Just to make it simple.

Schedule departure of the train 12540 from Jabalpur was 14-Nov-2015 7:25 AM. I have filled the TDR at 14-Nov-2015 06:47:14 HRS.as per the IRCTC website.
I have filled the TDR 37 minute before the schedule departure of the train 12540 from Jabalpur station.

TDR got rejected by Railway saying TDR did not get filled on time. even though i filled the TDR on time.

According to the TDR refund rules:
In case, on a party e-ticket or a family e-ticket issued for travel of more than one passenger, some passengers have confirmed reservation and others are on RAC or waiting list, full refund of fare , less clerkage, shall be admissible for confirmed passengers also subject to the condition that the ticket shall be cancelled online or online TDR shall be filed for all the passengers upto thirty minutes before the scheduled departure of the train.
