Recharged But Service Not Activate

Location/place: Baranagar

Name of company/service: Reliance Mobile India

Dear Sir,
I have Recharged with 199 on 12-02-2013
but till the date R2R calling free not activated. I have complained regarding the same on the same day to the customer care service but till the time i have not got any positive feedback from there.
