Not Receiving Customer calls

I have been calling the East District authority from past 2 weeks but they are not attending any customer calls.
Since, its an issue of car RC ,the matter is of utmost importance.The district authority is in Surajmal Vihar and i reside in Vasant Kunj.Therefore, its very difficult to go there every day as i have visited the authority 4 times before.The request for RC was filed on November 2013.Since, then the process has been delayed and i am unable to follow up.Please, act ASAP.
