RC Book Not recieved after 1 year as well

I have buy Scooty one year before on 19-Apr-2014. But havent recieved my RC book for the same yet.
I have tried confirming the same from RTO pune 4 to 5 times and every time they used to say like it will reach to your home in 15-20 days.

Its now 1 year i havent recieved the same.
