Promised unlimited internet @ 4Mbps

Name of company/service: tikona

They promised unlimited internet @ 4Mbps. But hardly we are getting a speed of 100Kbps. Not even able to browse internet. And moreover, when we call customer care, they said speed will decrease after 240 GB download. Kindly help.
