Poor Work Bad Company to do Business With

I contracted Peter Parker to build me a Internet Website.. He demand that I pay upfront to get the work done. I refused however agreed to pay him a 20% upfront and the rest when the work was done. Peter promised many times he would finish the work needed or refund my money. After waiting months for him to get the work done I finally decided to cancel the contract and ask for my money back. Peter agreed to give my money back however after three months I have not recieved a penny and Peter is now ignoring my request for a refund.
