Policy Number or CustomerId not generated even after 1 month

I have taken the Smart Bachat policy from SBI life .At first place I didn’t get the Premium paid receipt hard copy through mail,after contacting with the agents and customer care for several time i got the e-copy of the premium paid receipt with the details as follows
UIN: 111N108V01
Product Name: SBI LIfe -Smart Bachat
Proposal Number : 2DQW056185
Date 31/3/2018
Yet after a month also i haven’t got the Policy Number or Policy Bond.When i checked with Agent mentioned there is a back end error and need a new application to be filled and again second time another back end person filled the application form still after a week i haven’t got the policy number or Policy bond.
If things are this tough for the initial application procedure itself definitely its going to be a night mare after maturity.I would like to cancel this policy.
Not sure this is a collective fraud or not.
