phone dead and unfair bill

Name of company/service: BSNL,calcutta telephone

My bsnl land line is out of order since june i had allready lodged a complaint against these but till not repaired till today.the docket nos for these complaints are 11478843396 dated 28/6/12 for dead phone line and 11478843412 dated 28/6/12 for not considering the out of order period. first consider the rebate on account of out of order period and send the correct bill,also requested to repair my land line no.
