Payment made on recharge & No service received

Location/place: Visakhapatnam

Name of company/service: BSNL

I made a recharge of Rs399 on 29 July. Til day i have’nt received any recharge amount. i almost made 50 calls to BSNL customer care, they (1)connect me to there senior and they say server is slow, cant do anythng right now
(2) say wait for 2 hrs, u wil get the amount
(3) OR they directly cut the call.
As if i am troubling them. i faced the poorest customer service so far and i also lost the amount too. Please help me out.
