Onlinefraud from www.knifeindia.com by not delivering product

I have an account with www.knifeindia.com. This site is presumably run by Windlass Online Stores Pvt. Ltd

Dehradun 248161 Uttarakhand India, ph: +91-135-2686623 . I ordered one police rescue knife for nearly 2000 rs. on 07 aug 2018. But the transaction has been disgracefully not been honoured yet by them. Although I contacted their WhatsApp no., & e-mail the replies given were all evasive, except that they sent me a bill & keep forwarding their communications with courier service , who in turn send me messsges every day quoting ” the parcel could not be delivered as the consignee was not in place” whereas I am always present if they call me . Anyways, the parcel is still elusive and my repeated requests for money refund is shamefully disregarded by this scamster company. The whole affair has caused me a lot of time and embarrassment and I’d like to request the concerned authorities to take prompt & appropriate action against such fraud online companies who are only good at duping poor & trusty customers by misusing loopholes in the system.
