ON LINE RECHARGE FAILED BUT BALANCE HAS BEEN DEDUCTED

Location/place: DELHI

Name of company/service: AIRCEL

I recharged my aircel mobile no 7503301585 with Rs 68 and Rs 30 but i have not got any balance yet while same amount has been deducted from my account.
These following details are payment detials
1.MSBI3093076990IGL5943194 TRANSFER TO 3199624162091
2.MSBI3093041673IGL5931225 TRANSFER TO 3199626162099

When I contacted aircel customer care they asked me to wait for 2 hours then after two hours when I called they again asked me to wait for 4 hours and after that they asked for 24 hours. And now they are saying we can not see your account due to technical problems. This is very very irresponsible act from them. How could they do this.
Please fine them and take legal action against them.
