Not returning money after visa rejection

I applied for schooling visa for january intake in victoria guidelines mohali..but my visa refused and they gave me a check of 5 lakh for march 5 for returing money but my check was bounced and when i call them for my money they always make excuses..Until now they make excuses for returning money..please help me
