Not providing broadband coonection even against my payment

Name of company/service: Airtel (To have a broadband connection)

Dear Sir/Mam
I Kusum Sharma, have applied for an airtel broadband connection on 19th nov. 09. At the time of registration airtel customer care assured me that i would have a feedback within 24-48 hours and would get my connection within 4-5 days. But after registration i have not received any feedback for 48 hours. Then i made a call to customer care and talked to many of their executives, they registered my complaint against it and told me that the matter would definitely solved by 72 hours. But even after that no feedback is received. So i continued to talking to them and they are just wasting my time & not giving any satisfactory response.
And the executive who collected my form is even not receiving my call and had not respond to me at all.His name is Rajkumar (mob.- 09958009071).He is so irresponsible that he have not been
at my residence to visit for a single time after registration.
So its my request to you to help me out in this situation. Either help me to get my refund or my connection.
