not proper service providing

Location/place: mumbai andheri (east)

Name of company/service: TATA DOCOMO

i am using TATA DOCOMO prepaid connection, i have activated GPRS plan on my number i.e 8097394684, but really this company giving worst surfing speed as well downloading speed, but other companies giving finest speed for Gprs. please get some action on this improper service………

    i have joind a class for ias named(paradigm ias academy, cbd belapur, navi mumbai)
    course fee: 80,000/-
    amount paid by me :30,000/-
    the couse have just started and i am completely dis-satisfied with the teaching provided by them.
    i have mailed for refund the fees deducting some resonable amount as i have attended 3-4 lectures but the academy is denying to refund any amount by stating following reason:
    1. in the bill receipt no refund is mentioned.
    2. 1 paper attached to admissiom form states that there is no refund in any case.

    i have told to transfer the money to my friends account who is in the same class and will take the amount from my friend but they completely deny to do so..
    please guide…
