Not Orded Still shiped the Item and refusing to pay the full money back

I Arindam Das havent orderd the Item of Order no SD/5/2013/115863 mode of payment was COd and my college wrongly took the item and paid ₹399 including shiping now they are telling that i will not get the shiping fee i.e ₹100 back and I have send the item back in my shiping cost.
