Not Getting 3G speed

Name of company/service: BSNL

I have purchased one dungle of Micromax with BSNL 3G data card ,MDN No.:8902732607 from the BSNL franchisee at Phoolbagan,Kolkata.
But since buying I am not gtg 3G speed which is expected to be 7.2Mbps.
I made the complain at phone number 9433024365 on 17/07/12 at1745ist and the complain number was given to me is G17CD301136.
And since then whenever I make querry about mte stats of my complain i have been informed that it is in process.
Then again online I informed all the matters then I was given Docket no.G25WB301452 on 25/07/12 at 1950ist.
Again I made the query about my complain again I have been told that it is in process.
And now the speed becomes very slow i.e.12 to 13Kbps.
And whenever I make the query and asking when my complain will be ok, but they r telling that they can not say.
So, I am requesting you to do the necessary action so that I can get 3G speed.
This is also one kind of cheating with the customer.
