Not activating postpaid connection

Location/place: Chennai

Name of company/service: Tata Documo

I Have a paid security deposit on july30th 2012, but connection not yet activated, tried to contact many times, even then also i didnt get proper respone, Customer care guys are saying rudely ask the guy to whom you have paid the deposit, even i tried to that executive, but no response from him also .

Kindly have this issue and help me out.
