Not accetping the cash less transaction & not given medicine in critical situation of patient due to not paid of cash

Sir,
My brother is admitted at apex hospital, doctor given list of medicine, my mom went to medical shop with debit card, medical shop person refuse to take card & and other online mode of Transaction. Later said paid cash for medicine other wise not allow to give medicine , mom said to will paid later, please give a medicine first than mother to go Amt and withdraw the cash & pay to that medical shop.
In 21st century such type of old medical shop are available, they not have digital technology & human behaviour.
