Non Shifting and Non refund of advance paid of Airtel Broadband Connection

Name of company/service: Airtel

Airtel Broadband connection bearing telephone no 080-42174596 and account no 7006388893 with fixed land line was given (plan: Airtel – UL turbo 1150) on 8-6-2013, after collecting six months advance by cheque for Rs. 6,900/-.
Before taking connection I told very clearly to Airtel representative that I am going to shift very soon from the existing address i.e., 256/7, 1st Cross, 9th Main, KG Colony, GM Palaya, New Thippasandra Post, Bangalore 560075 by next month. Airtel rep told me, that there would be no problem in shifting, except that I have to bear shifting charges may be Rs. 300/-.
I have received June 2013 month account summary indicating taxes on advanced paid amounting to Rs 853/- and the same was paid on 19th June 2013.
Now, I have shifted to new address on 01-07-2013, which is Flat #A203, Chitrakut Environs, 2nd stage, 4th Cross, Veerabadhra Nagar, Ramesh Nagar (post), Vibuthipura, Bangalore – 560017.
I have registered for shifting the existing no on 01-07-2013 and registration no for shifting the phone is 34961402. It was indicated that the connection will be resolved by 06/07/2013 16:30.
On 07/07/2013 at 4:18 PM, I have received SMS stating that “shifting is in process and will be completed within 5 working days”.
Since the telephone / broadband connection was not shifted even after 10 days of my registration, I have called Airtel and they told the shifting is not possible. Further they have told that the advance amount so paid will also be not refunded since there is no such provision for refunding the amount. On 12/07/2013, I found that my complaint registration status as ‘Closed’ in their website indicating the reference no as 35427238 though the connection is not shifted.
It may be noted that I have used the broadband connection effectively only for about 20 days time even after paying an advance for about 180 days. Had the Airtel representative had told that the shifting of broadband connection would be based on vacancy in the new location I would have given a thought before taking connection for 180 days.
In view of the above, I humbly request to consider my request and direct Airtel either to provide a connection without any delay to the new address or to refund the advance amount.
