non refund of security

I had a landline connection of relinace communication no 0141-3205636 which I got disconnected in 2010 but still I have not received the refund amount.I had written them a few letters also . All these telecom companies are cheating consumers by not refunding the money.Will any body ask them how much unclaimed security deposits they own.
