Non refund of admission fee.

R/Sir,
I am Ankur Kumar Arya, got admission at Beehive College of Engineering Technology in Dehradun in EEE branch through UK Tech counsling 2012 on the basis of AIEEE score under reserved category and domicile of Uttrakhand. On 15.07.2012 I deposited Rs.15000/- vide receipt No.236 dated 15.07.2012 as provision admission. I applied for upggradation in next counseling got admission in UIT dehradun. As per UKTech counseling if a students get seat on upgradation the earlier seat allotment atomatically stand cancelled. In this regard. Therefore, I applied for cancellation of admission and refund of fee and original certificates depoisted at the time of admission. But certificate were returned to me except fee. For fee I was asked me leave an application and fee will be refunded as per AICTE fee refund rules. But after some time I have sent a letter(Speed post) to the Director of the college for refund of fee and regular follow up on phone personally visited to the college. They pretending that the Director of the college is out of station and after his return fee will be refunded. But till date I have not received any communication in this regard whether he wants refund or not.
I request to you kindly look into the matter and resolve the matter at the earliest possible. AICTE has made firm rules regarding refund fee by the AICTE approved Engineering college even though the college is not refunded the Rs. 15000/- so far.
