Non Execution of Sale Deed by the Builder / Seller

My land lord has sold the flats in which we are already residing vide Agreement of Sale (Notarized but not registered) & we have also paid the full consideration amount of sale as asked by him but now the land owner with malafide intentions & ill views not providing us the papers like the tile papers, tax clearance papers, building permission papers etc which are required for getting the DC Sale Permission for registering the sale deed registered. And we think that he is not ready to register sale deed for the reasons best known to him. We think he is not having the clear tile papers or the other documents as required for registration of the Sale Deed as per the current laws. There are total 8 flats in the building & he has already done the Sale Deed Registration through court of law three years back for the 2 flats which are located in the first floor of the building & has also taken the full considertaion amount from us for our flats & also from the other 2 flats of the building & part payments from the commercial shop of the building & also from some of the other flat occupiers. Please advise how we can get the sale deed registered or is there any procedure through which we can get the sale deed registered through court of law? Please help & advise. Thanks.
