Non delivery of product and not refunding money

Sir,

I had given a order online for a digital camera cost 10824Rs on 19 jan -2013. He promised to deliver in 3 weeks
but they didn’t. After giving a order for cancellation they again promised to give money in 2-3 days but they didn’t return.
I talked no of times with customer care every time they are saying for nest 2-3 days. my order detail is as :-

1. order no – 10386670
2. order date – 19 jan 2013
3. cancellation by mail -8 feb 2013
4. complain by phn -12 feb 2013
5. complain no – 58880
6. payment done – on 19 jan , rs 10824
