Non-delivery after collecting subscription

We have paid one year’s subscription in advance to Times of India, Chennai. For the past one month, there is no delivery of paper. Repeated calls elicit empty promises of action, but no delivery. The newspaper writes about scams everywhere, but is carrying on with a scam of its own.
