non activation of sim no 8105424605

i took a new airtel sim i.e. 8105424605 on 28 july,2014 with all valid id proof in banglore.
but still it is not activated. when i asked the customer care the told me that they wont be able to activate it as i have 9 mobile numbers against my name already.

but many of the numbers i have not used from past 1 year. they are already deactivated as per Unused number deactivation policy of TRAI.

on that front i should not be denied a number.
please help as this is not as per the rule or a customer friendly approach from airtel.
