NOC from bank for loan transfer

Location/place: Navi Mumbai

Name of company/service: DHFL

I have a home loan from DHFL, Thane branch for my flat in Khandeshwar, Navi Mumbai. I wish to transfer it to SBI because of DHFL’s high interest rate. SBI has asked for NOC from my builder , M/s Shyam Enterprises for processing my loan. The builder is first asking for a NOC from DHFL stating that DHFL doesnt have any objection to the loan being transferred. DHFL has only provided the loan statement & foreclosure letter but is not ready to give any NOC. Please help me to resolve this deadlock.
