No service even after repeated follow-up despite having been charged

Name of company/service: Vodafone

Have a prepaid Vodafone connection for which I requested for Blackberry services and tendered the amount therefor.
Despite repeated visits and follow up with vodafone customer care and also their apppeleate tribunal despite purcahing another SIM, the service is still not available on my handset. Have received a message suggesting that the service has activated which is not true. Repeated visits to the mini store in my area and their messages to vodafone back office have been of no help!
Am reproducing the first of the messages (that still remain unanswered) sent by me below:
Dear Sir/ Ma’am,

I had on Sunday 5th August 2012, requested of Blackberry services (Plan 399) on my prepaid
vodafone number 9711886509 and recharged my connection with Rs. 501/- (Rupees Five hundred and
one only) from community centre New Friends colony.
Although I have received a message mentioning that Rs. 399/- has been deducted and the
services requested activated, the configuration message has still not been received by me.
A visit to the vodaofone store at PVR Saket yesterday and repeated calls to 111 have been
inconclusive to initate the services!
The store attendant called 111 yesterday evening and was put on HOLD for over 10 minutes
under the garb of connecting to the technical team. (The story was repeated a short while ago
when I tried speaking to your customer care person – Jitender!)
The customer support executive – Mr Atul Sharma at the PVR Saket store/outlet too was of no
help in resolving the issue as also in initiating a complaint to the fact that my account is
being debited without any services having been provided to me!
I request you to kindly intervene to ensure that the services requested are initiated without
any further delay and, the billing be rectified to map the actual activation/ mapping of
services.
