No Return of product after DOA Certificate from Service Centre

I purchased a BSNL Penta tablet No-IS701C from Chirag Enterprises,Super Bazar on 16/9/12. it started heating up, and i submitted it at Service Center, & they provided me DOA letter for return as the issue in tablet cannot be corrected. Now i am just struggling to get replacement. Shopkeeper is refusing instead i’m having the bill. He says return it at Chaudhary Enterprises. At Chaudhary Enterprises they say return it to the dealer. Dealer says the customer cannot come to me directly for replacements, get it from the one you purchased. I’m just running from months for replacement of my product but no good.
Help me out. What should i do against this corrupt circle of shopkeepers and dealers in our city. They are just making profits and making fool of general public. They just make customers run for months till he himself quits.
