No response to Consumer Complaints

Location/place: Coimbatore

Name of company/service: Tikona Digital Networks

Company has taken advance yearly rental for an Internet connection of speed promised 4 Mbps. Last 2 months, complaints for < 1Mbps speed have been ignored by company. No response or technical support has been given. On requesting dis-connection & refund of money, I am being told that it is non-refundable.
I want to sue the company for cheating customers with hidden information & no service regard what-so-ever.
