no refund of money by airtel

ear Sir, This is with regard to not giving money back by airtel.I applied for new connection (Enrollment Form-461647,NameKhushboo bangar) on 30th Jan,2013. Due to some technical problems,connection was not activated and promised me to return money (500 rs )back within 21 days.But still ,I didn’t get any money from airtel.I called 2-3 times to customer care but didn’t get any reply.
Now 21 days are over, Please let me know when can I get my money back.
