No connection on 198 after balance deduction

Name of company/service: Reliance gsm

Sir, myself Sudip Saha Reliance gsm no. 7501515245. Sir whenever we connect to reliance complaint service 198 the msg we hearing that the no. is busy. Rim hv their policy u hv to connect within 3 day of bal deduction. But, if the call doesn’t connect how can I complain to them.

And this unfair deduction is regularly happened to every rim customer.
