No completed my home construction & Represent my dishonour cheque again in bank without inform me

Respected Sir,
I given a contract to Armaan construction prop.Salman khan on 11-11-2014 for construct a home on my plot covered area 1000 sq.feet @ 1200 per sq.feet within 6 month.Sir I paid him Rs.117500/- by cheque time to time as we as work run.
Sir,I paid Rs. 2 lakh by cheque no.483790 Syndicate bank, Sarvodaya Nagar,Lucknow on17-04-2015 but unfortunately this cheque dishonour by bank due to signature mismatched,So I paid Rs.2lakh by new cheque no.483793 on 18-04 -2015 which is clear by bank and amt transferred to Salman khan account but he not return me my dishonour cheque and said to me I kept it in my record.
Sir he fraud with me, he represent the same cheque no.483790 on 11-07-2015 which is dishonour by bank previously, Sir its my good luck that I have no sufficient amount in my account so thats not clear and bank given the same cause.
Sir, when I discussed this matter then he told to me I wiil not do your pending work , you do your self.
Sir I request to you please take action against him which brake the contract & doing fraud( 420) also with me
