No Activate my sim card

Location/place: Laxmi Nagar,Delhi

Name of company/service: Vodafone

I had applied a post paid connection from reliance GSM to vodafone post paid on 13/7/13 but my sim is not been activated till now after visiting vodofone store. C.care executives are not refunding my security amount of Rs.250/- and are saying that your amount will be refund after 3 months.
