new connection of Bharat Gas

Name of company/service: Prem gas agency

Dear Sir,
I am Shashikant Yadav.I want to take a connection of domestic cylinder of Bharat Gas from Prem Gas Agency.I have already all items like 1 cylinder & 1 chulha & 1 regulator.I have require only one cylinder & regulator.But when I refuse to take all items from him which have cost of 5480 then he unnesessary harash me like when madam will come u have to talk him other wise we can’t give you.I already complete approximate 10 round of his office .If he give the connection without chulha then the cost is 2657.It means he want to take 2823 Rs. more.So please tell me what I have to do against him.
