network promblem & msg unblock problem

sir, i am nikunj malaviya from surat. My contact number is 8306034986. Due to no use of msg till last 6 month company nabard sms service. So to unblock it, i give a feedback to customer care on 30-07-13 on around 6 to 7 pm. They give me feedback that within a 48 hrs, it solved. But after a 6 day still, it is not solved. Even in customer care my call in not connected. I also try to visit the outlet of reliance 3 times. But they also told me to give a feedback on 198 no. & also there is a network problem from last 6 month. So i would like to write a complain to consumer forum about this. please help me
