Neither Dispatching my product nor refunding my money

My order no. Is 8000076854. I have ordered Nokia Lumia 730 on Oct 10. The expected delivery date was Oct 17. I called support on Oct 12, they told that we will dispatch it soon. Again I called on Oct 14, got the same answer. On Oct 16, I called them twice, they told that it will dispatch today n you will get it by tomorrow. The next day i lodged a complain, but I didn’t got a tiny detail about it till yet. The case id was 61939. But till yet it hasn’t been dispatched. And now the case status is showing closed, without informing me. When I ask them, they are giving excuse that we are having error in our system. I paid online to get quick delivery but I was wrong. I tried to contact by email but they are not responding. I wrote a letter to Times Internet, Gurgaon office, but still got no response from them. Now everyday when I call them, they ask me to wait as they are having an error in the system. I told them, If you can’t ship the order, just refund my money by cancelling the order. But they are not listening to me. Please help me out of this problem. Now they are not receiving my calls.
