Neglected Service request

Location/place: India

Name of company/service: tata photon

I had purchased a tata photon plus in may.
The company guarantees speeds up to 3.1 mbps but my download speed does not goes beyond 20-25 kbps . After calling the customer care the representative asked me to pay my bill within the grace period to get the high speed.After that too they have been telling the same thing over and over again and neglecting my request.After every complaint few days later i recd the messages that the complaint has been resolved without solving the problem So what should i do to get the high speed downloads.
