Negative response from customer care

Sir/Madam,
1.I paid my money to retailer for recharge of Rs 110,but I didn’t received any balance, as the retailer send 3 times messages that recharge is not send succesfully.
2.After that retailer told me to call customer care and asked the problem. after that I called customare care on 198, first executive received call, I told my problem his name was Rahul but he didnt gave any remedy for that. After that I asked for to transfer the to his Senior Executive, but didnt transfered the call.
3. Three times I called to customer care and I asked for my problem but they were unable and I asked for to to transfer the the call to Senior Executive, but keeping me hold on the line they rejected the call.My mobile no.is 9862236192 from Agartala Tripura.
